Ms. Riva has over 20 years of international and domestic experience providing resource development; strategic planning; and program design and management. Most recently, she oversaw the distribution of over $10 million dollars in grants to healthcare organizations in developing countries as the manager of U.S. Agency for International Development’s (USAID) Child Blindness Program.
She has provided guidance to a myriad of nonprofit organizations, enabling them to increase revenue though the creation of long-term business plans, and the adoption of private sector business principals. Ms. Riva’s assistance has aided these organizations in earning millions in grants from government agencies and private foundations, including USAID; the Centers for Disease Control and Prevention; U.S. Department of Health and Human Services; Boston Foundation; the Robert Wood Johnson; and Astra Zeneca.
Ms. Riva has also been involved in research aimed at assessing the cost effectiveness of eyeglasses in India, and in preparing technical briefs regarding the optimal management of retinopathy in low-resource settings. She has served as a member of the Advisory Panel for Eyeglasses for Global Development: Bridging the Visual Divide, the Program Advisory Committee for USAID’s EP-SCALE, and as a board member for Our Children’s Vision, a global campaign working to provide eyeglasses to 50 million children.
Ms. Kelly brings over 15 years of experience in developing and preparing government grants and contract budgets, and financial systems. She has provided management, oversight and guidance to organizations across three continents serving developing countries. As a part of this work she has conducted trainings, audits, and monitoring site visits based on differing government requirements. Her work has also included training and mentoring project managers and other project personnel to improve their grants management, financial systems and reporting skills.
She has served in the role of grantmaker, distributing millions in funds for a variety of donors such as USAID, US Department of State, Elizabeth Glaser Pediatric AIDS Foundation and others. This work involved her in all aspects of grants programs, from creation of solicitations and evaluation of proposals, to the oversight of awards and close out.
Ms. Kelly has worked at some of USAID’s top contractors including DevTech Systems, Global Communities, International Foundation for Electoral Systems and Pact.
Her work has also included training and mentoring project managers and other project personnel to improve their grants management, financial systems and reporting. She has extensive experience developing and reviewing budgets and cost proposals as well.

Dr. Lacy has developed and managed telemedicine, imaging, virtual reality, and EHR programs around the world. His clinical experience includes running clinics, inpatient units, neuropsychiatry units, substance use disorder and PTSD programs. This real-world clinical experience informs his approach toward medical technologies and the transition of technology from concept to application and deployment. He has developed mobile/e-health apps, neurocognitive apps, and novel behavioral imaging systems. Dr. Lacy has managed budgets > $50 million reaching 80+ international medical centers and clinics and worked for the DoD, the Army Telehealth and Technology Research Center (TATRC), NATO, and consulted to numerous medical health start-ups. Dr. Lacy is a Board Certified Psychiatrist and retired Air Force officer.
Mr. Gregory has provided strategic counsel to Fortune 100 companies; nonprofit organization; multi-million-dollar corporate social responsibility programs; sovereign governments; and national and international associations. As an advisor to the firm, he identifies and pursues opportunities to engage the U.S. Congress, Executive Branch Agencies, multilateral development organizations, business, media and the NGO community in order to advance international health, global development and social responsibility initiatives. He supports DSA Global as counselor on government affairs, helping the firm and its clients navigate legislative, regulatory, funding, relationships and advocacy challenges to successfully execute advocacy and communication campaigns in Washington, D.C.
Dr. Johnson has over 20 years of experience managing programs and conducting public health research in Asia. She is experienced in designing and implementing public health programs, overseeing analyses aimed at identifying best practices, and using data-driven information to ensure favorable project outcomes.
Dr. Johnson’s areas of research include gender bias in healthcare, efficient and cost-effective delivery of public health interventions, and capacity building. Specifically, she has been involved in projects assessing antibiotic production and use in China; the sustainability of community-based waste management and water conservation programs; infant micronutrient supplementation and village doctor training programs in rural Asia.
She has presented her work at international conferences and has published numerous articles and book chapters on the history of medicine and public health in Asia, as well as a book on early 20th century reproductive health entitled Childbirth in Republican China: Delivering Modernity. Dr. Johnson’s research has been funded through the Mascaro Center for Sustainable Innovations, the China Medical Board, and the Chiang Ching-kuo Foundation for International Scholarly Exchange. She is proficient in spoken and written Mandarin and is currently on sabbatical from Saint Vincent College to write a book on the history of women’s health in China.
